It's a temporary job so everyone pretends to care about your development , but they really don't. It tends to be very cliques, you have to be in the group to receive goodies.
It's available...but not to every one.
I think the experience was valuable to learn more about my neighborhood and to improve my people skills meeting a variety of different types of people and learning to interview them. The worst thing is that there was no direct benefit in leading to other jobs in the company or directly to jobs at other places that this would clearly qualify me for.
After being out of the workforce for a year or so, it was nice to be working again and they really help with my professional development.
