You have a choice of the state-run retirement system (OPERS), a traditional pension plan, or a defined contribution plan (like a 401(k)). You can make additional pre-tax contributions as well.

UC employees have the opportunity to contribute either to the state plan or an independent retirement plan. UC employees are exempt from paying into social security.
Employees contribute 10% and UC contributes 14% per pay period.
They could do more for those individuals who are not a great fit for the state pension plan and who opt for the 401 plan instead.
