Paid Time Off (PTO) and Personal Holiday Leave (PHL) are employee benefits that combine traditional vacation, holiday, and sick leave programs, which provides you a flexible method of scheduling time off with pay.
The first two components, PTO and PHL, include hours that may be used at your discretion with the approval of your department manager. The second component, sick time (EIB or SCK), is restricted to use for personal illness/injury only. For absences due to illness or injury, this is intended to enable you to accrue sufficient time to bridge the waiting period between the onset of Short-Term Disability (STD) and/or Long-Term Disability (LTD).
Eligible employees may use their PHL or PTO time for Hospital-recognized holidays when their department is closed.

Can carry over more than 40 hours/year. Dished out in lump sum
Can't carry over more than 40 hours a year and it gets shelled out in lump sum at several points during the year. Forget it if you want to go somewhere in January and only have the one week that carried over
