I have been invited to the position and it was offer maid directly by the Regional Manager. The funny thing is that I didn't need to pass any type of interviews and beside the fact that it is one of the largest multinational companies WW, on local level there is no following of any procedures but Area Manager has all possible power to give and take job, position, salary, etc
