I applied through college or university. The process took 6+ months. I interviewed at Los Angeles Water and Power (Cal Poly University, CA) in May 2016.

Interview

Lots of technical questions. Two interviewers, lasted about 30 min. The questions would begin with easy engineering concepts, and would continue to increase in difficulty until we reached the level the interviewers were happy with. The questions for a civil job covered everything from structures to water treatment. The guys that were conducting the interview were both engineers for DWP so a lot of the questions were technical. Both were very nice and would lead you a bit to say what they were looking for if you didn't get there fast enough.
