  "How do you measure the immeasurable?" I kid you not.

You can't measure anything that is truly immeasurable, usually though the information we need in public health is measurable. Often it is too resource intensive to take those measurements ourselves, but we can often find secondary data that is relatively resource cheap to use instead.
