typically would say that this action is used as the last resource, at least for me. Firing someone should be the last of many alternatives in investigating why an employee has low performance unless the disciplinary action is different than performance. Actions should be taken to correct the low performing employee with training, counseling or others. This disciplinary action creats not only the loss of experience but also money spent into training, severance, time, etc.
