You would rather fill it with bowling balls. Seems like a trick answer of course, and it might be unless you remember the basic formula mass = volume/density. You would definitely want the lowest mass in the cargo bay. Volume is the constant, so a smaller density would have an increase in mass. When you know that, you would want the to fill the cargo space with something that has highest density to reduce mass. The feather has much lower density and would result in high mass, and therefore you would like to fill the cargo space with bowling balls.

The feather has much lower density and would result in lowest mass, and therefore you would like to fill the cargo space with feathers. But if you compress the feathers very tightly, you can raise the density to that above a bowling ball, and in that case you would want to fill the cargo with bowling balls. It would be too difficult to compress bowling balls, but it would be possible to compress feathers together.
