"When interviewing for a position as a senior project manager, you can expect to be asked not only about your skills and experience as a project manager but also about your ability to hire, place, and mentor other project managers, step in when when a troubled project needs to be turned around, and devise ways to continuously improve project management strategies. Prepare to answer questions about how you would resolve project issues of any size, incorporate the company's business needs into the decisions made in each project, and review projects to determine how you the company can improve from them."

I'd ask 'why'? Something radically changed since the last time this was discussed. Understanding what it was that changed is critical to determining the best course of action. Adding manpower, reducing scope, working 24/7, or pushing back might all be reasonable (or horrible) solutions. By first understanding the (new) need, you can then develop a solution. Less

Depends: Who is telling me this? What stage is the project in on the project life cycle? Review these factors in light of the impacts, set change management process and communication plan. There are no cookie cutter approached - each project is unique. Less

I would say evaluate the overall impacts and risks then communicate it with your sponsor (customer). Let he/she to decide then document it. Less

I explained a recent experience in which my predecessor chose to ignore a critical condition of approval on her project, which had been turned over to me. I explained how I meet with my organizations principals, gained their blessed and immediately scheduled a meeting with the city's engineering and public works department. It took me jumping in, evaluating the issue, determining the best possible solution for all, and work with and manage my team flawlessly. It is a complete success and I met my deliverable deadline. Communicate these directives, first to your manager, then come to an agreement. Communicate to your manager's manager the reason behind what this agreement is to move forward. Correct protocol shows respect to both managers and solid communication skills. Less

People are the most important aspect. If you don't have the right people, you can have all the processes you want, but it does not mean your business will succeed. It is the people that are at the heart of a businesses success. Less

What if your "horrible resources" are the type who cannot or will not follow processes?... Less

Each of these items substitute each other though I would say communication is the first priority. Through communication we can understand the project criticality and priority to decide the process, patent and people required for the project. And as well we can always set the expectations right through timely communication. Less

Find places to cut spending where we don't necessarily need to be doing it. Whether it's something small or a job or two, whatever it takes to get the job done because what matters is the big picture! We can always find a smaller job for people we need to cut off the team. Less

Let's be realistic here. If you don't have the money or the resources to keep up, and if you cannot implement change control or the cycles in which development work is done, there's not much you can do. In order to affect change, you must either match the development rate with the QC rate, add resources, or improve efficiency to keep up. Since you can do none of those, a real change is not likely.
