It was difficult to answer with out slamming the company and current management.

Field meetings. Audits in person with locator. Conference calls every day at a scheduled time. Becoming acquainted with everyone in the crew.

Initiate an incentive program where locators are rewarded for superior quality of work, it would demonstrate positive motivation to employees that good work is notice and appreciated.
