I confess in my 23 years at EPA, I cannot recall anyone playing cards at work there. At the private engineering firm I worked at prior to that, yes, but not at EPA. Somehow I wonder, given the the concerted effort by the current administration to make its environmental agencies ineffective, if senior management might not see such behavior as a feature, not a bug.
