Good people, cutting edge policy development and implementation, excellent benefits, strong leadership, solid funding, well managed, and great satisfaction in seeing progress on a very important but difficult issue.

Although it's the most professional organization among its peers, DPA needs to professionalize more. IT is patched together and is falling behind. Sometimes bad employees are tolerated too long. There was a gossipy culture, but that's improved over the last year. The biggest challenge is bringing the organization out from under the shadow of its visionary founder and ED.

    Advice to Management

Invest in employees and infrastructure, not just one-off campaigns. Find a way to sufficiently train technology slow adopters so they are not creating drag on the organization.
