For a government agency, the technology is always up to date or on the bleeding edge of the latest and greatest. Management gives more latitude in that regard. Stability is great.
Upward mobility is scant, rigid and somewhat challenging. It's more of who you know on the inside that has the leverage to make it happen.
Advice to Management
Look in-house for talent, for those that add value and are an asset to the organization prior to recruiting outside. Eliminate those are just there to chit chat at the water cooler and collect a paycheck.
