very structured and hierarchical where decisions are made at a high level, sometimes too high for relatively minor issues. Very slow to implement change. Extraordinarily high level of attention given to budgets and cost-cutting almost to the point of becoming detached from reality.
Advice to Management
There is a disconnect between the excellent planning that takes place and the subsequent execution of the plan. All the effort is on building a plan but before sound execution can occur another plan or a change in plans occurs. There really is little support or focus on execution and implementation. This results in a waste of the time invested in planning.
