Stable, there still are some good career opportunities. Not the best pay, but the easiest way to do cool things. A lot of fun and a little adventure, stuff to tell your grand-kids about.
Teetering bureaucracy that functionally discourages innovation while verbally encouraging it. Example: SSG spent hours optimizing a parking plan that would have saved a lot of time for a lot of people. Everyone agreed it was a good idea in a meeting. Guy who's job it is to implement decides it's a P in the A and complains to another guy who shrugs his shoulders and decides it's not Mission Essential, tells guy not to do it but doesn't tell anyone else. Everyone shows up thinking the lot is going to be laid out differently. Charlie Foxtrot.
