COO is THE major problem at the organization. She's a power monger who's very good at divide and conquer method that's detrimental to the organization in the long-run. But at the end of the day, the source of the problem goes to the management who keeps her on.
Advice to Management
Replace the COO as soon as possible to break up the cliques that COO has fostered which pits people against each other.
