I worked in several divisions. Leadership and management varied widely. Most were dedicated public servants. Pay was fair. Benefits for salaried EEs are good.
Political influence in management. At times, City Council influence overrides professional behavior. In some divisions, lack of management competence is demoralizing.
Advice to Management
Develop meaningful prelationships with the EEs doing the work. Develop working relationships with labor organization reps before you find yourself in an oppositional situation.
