Many rules and policies in government work. Management know how to use these to their advantage and to promote their political agenda. Union for civil employees useless.
Advice to Management
Pay more attention to the "little people", i.e. support staff. Their input is valuable as the support staff are often the ones who feel the impact of decisions made by management first hand. The support staff have their hand on the heartbeat of the citizens and talk with them daily.
I applied online. The process took 4+ weeks. I interviewed at City of Henderson, Neveda (Henderson, NV) in March 2015.
We were asked in the email to pick a time slot. They had us all go into a room and handed us our printed out applications from online. We were told to head towards the rooms 10 minutes before our interview. They had us sign some papers and handed us two sheets of paper, one describing the job and another with the questions they would ask us. The interview lasted about 10 minutes and I was offered a position on the spot because I lived close to a school they needed staff for.
Honestly, don't try. They just want bodies and your experience isn't going to get you a higher salary. If that's what you're interested in and you're over 18 just apply for an SRA or Site Lead position instead.
