If you are looking for a place to settle down before retirement to city is great. It has great employee benefits, excellent hours, overtime, and lots of vacation time.
One major complaint I have about working at the city is overall employee moral. In the department I was placed lots of people have a "it sucks but that's the way it is attitude".
Advice to Management
Instead of sticking to old ways you should research new and current ways that the same processes are done, I think you will be shocked by how outdated your practices are.
I applied through a recruiter. The process took 4+ weeks. I interviewed at City of Kelowna in February 2010.
Interview was focused on achievements mostly.
