In 2001, Jacob and Sharon Benus founded IMPAQ International based on their simple belief that exceptional people committed to rigorous research can drive the design and implementation of policies and programs that improve the lives of real people.
Jacob and Sharon were right.
Shortly after they founded IMPAQ, a self-employed contractor who IMPAQ had hired to wire the new office asked a simple question: “What does IMPAQ do?”
Since IMPAQ was brand new at the time, a staff member replied by describing the Unemployment Insurance Self-Employment Assistance (SEA) demonstration, a project that Jake had conducted before starting IMPAQ. SEA was an innovative program funded by the Department of Labor that investigated whether it is possible to train those who are unemployed to become entrepreneurs.
The contractor—who still works with IMPAQ, and whose business has grown alongside IMPAQ’s—interrupted, “Wait! I was trained by SEA; SEA helped me to start my business!”
Jacob and Sharon’s belief in the power of bringing together exceptional people to do rigorous work to improve people’s lives remains the driving force behind IMPAQ more than a decade after its founding.
However, what was once a boutique firm is now a company of more than 350 employees, with offices in Columbia, MD, Washington, D.C., Oakland, CA, Boston, MA, Sarajevo, Bosnia & Herzegovina, and Hilo, HI.
Today, IMPAQ’s teams collaborate with public sector clients, such as the U.S. Departments of Labor, Health and Human Services, and Education, as well as private sector clients such as the Bill & Melinda Gates Foundation, to address some of the most critical challenges of our time - from the implementation of the Patient Protection and Affordable Care Act to reducing the unemployment rate and putting Americans back to work.

I have been working at Impaq International full-time
I have been working at IMPAQ for 14 months and have been very happy here. The project-based work is flexible to suit your professional development goals. If you want to develop particular skills there is a high chance that you can become involved in an applicable project. Self-advocacy is effective and can influence work based on your interests and goals, including both research-content and managerial skills. There is a higher level of transparency between upper and lower management, which I greatly appreciate. The work-life balance is good; if you need to work remotely for an appointment or sick child you will not receive any push-back. the culture is respectful, kind, and entrepreneurial.
I work in a satellite office; sometimes there are delays in decisions getting disseminated to our location.
I applied online. The process took 2 weeks. I interviewed at Impaq International (Columbia, MD) in September 2017.
I had a really expedited process for the interview since I was one of the later candidates. I had a phone screening with the recruiter which was very pleasant. My in-person interview consisted of one in-person meeting with 2 phone calls with employees who worked at the DC office. They asked about my resume and ideal requirements for a position and environment. They also offered advice about a new hire who they would like on a team. The following week I heard back and got the position. I started and I love it a lot. I had a great feeling about this organization after the interview and I am glad I still feel it at my new job.
