Continue to support and encourage growth with your employees.
Moves within the company, either lateral or promotion are not based on skill set or job performance at all. Those chosen are in the circle of friends that middle management has. They choose whom they want and it is usually a person that will not raise the bar because heaven help the middle managers if they actually had to work a full day. They make up false answers on why you were not chosen for the position. They advertise some jobs but also secretly move people around without posting the position internally
