Many of those who end up in management don't seem to be the most qualified. It's more of a 'who you know' kind of thing once you get past the civil service entry level.
Advice to Management
Train new management. Many managers are hired from within, and although they may be good at the job, that doesn't mean they are good at training or managing people.
I applied through college or university. The process took a week. I interviewed at New York State Office of Mental Health (Albany, NY) in August 2014.
Very casual.. interviewed with 3 people - a project manager, the director of the project management office and the pmo assistant. Interview lasted about a half hour and was experience based on education field of study and past internships. No project management internship experience particularly needed.
