Slow to change and adapt, poor IT infrastructure makes accomplishing work difficult to very difficult depending on the day and time, lack of structure on teams. Process for decision-making can be very slow as its very inclusive. Don't provide laptops to even senior staff which can make travel difficult and greatly reduces productivity.
