Nobody keeps you accountable so that you can relax until you retire. Try to be a friend of the CTO that likes people around him that say yes even if they fails all time. HR is pretty much invisible,Cons
Toxic environment. Very political. CTO promote and hire specific people, and he does not like to be challenged. If he says, of course, yes, but he will cut you out.Advice to Management
