Culture of compliance limits innovation and agility. Most assume the person above them in the hierarchy has the answers without stress testing ideas or asking questions. This is probably true of most organizations to be fair.
Advice to Management
Sell the vision, deliver the tools the frontline needs, and get out of the way. While you may think employees are risk adverse and set in old ways, there is enough age, race, and life experience diversity for innovation when employees are empowered. Share information freely. What current projects can passionate frontline people contribute to? Frontline staff knows and understands the pain points of the customers, some are just so bogged down with workarounds to do anything about them.
