    - Many clients have work to do, so easy to take initiative and keep yourself busy when learning

    - Questionable resource allocation decisions by management
    - Very top heavy, needs more entry level support for middle tier managers

    Advice to Management

    If you know the turnover rate is high in agencies, make sure to keep hiring so your middle tier managers don't get burned out
