Small organisation culture, in a global agency network. Excellent people in many roles, but the downside is that they were pigeon-holed into specific accounts and disciplines.
There was a distinct lack of direction from top, and this combined with cliques operating throughout the organisation resulted in a "us and them" feel in many different ways

Listen more to your people right around the organisation.
