Final CEO may have been a fit when first hired when funding was consistent. Over time, funding dwindled and CEO still spent significant amount of funds on departments that were not essential to the the mission of the organization (significant portion of budget was allocated to department dedicated to creating a brand for the organization. It would have made more sense for those significant funds to be spent on fundraising efforts).
Unfortunately, this non profit eventually went bankrupt.
Advice to Management
This is really advice to a non profit board:
Take responsibility seriously and don't back down to strong opinions. If CEO isn't producing, make the difficult decision to consider other candidates.
