These people know what they are doing and they have the resources, connections, and smarts to do it. High client satisfaction
This is a hierarchy. But to it's credit, the people that make it to the top certainly deserve to be there.
Advice to Management
I would suggest working on better office cohesion. Seems like people congregate in cliques based on the hierarchy. More community involvement

Management needs to understand the staff's needs.
Bosses are really wonderful. Working based upon billable hours and not time in the office is great because you can sometimes set your own schedule.
The pay is far too low to be competative and I expect turnover to be high. There are not very many opportunities for upward mobility.
