    Positive Outlook

I have been working at Alcohol and Tobacco Tax and Trade Bureau full-time (More than 10 years)

    Pros

Field investigative work has interesting variety in still-emerging consumer industries. Management trusts you to work independently including from residence. Benefits.

    Cons

Very few downsides. The work is highly technical and sometimes challenging, particularly when documenting extensive noncompliance by an industry member. Good training.

    Advice to Management

Keep putting people ahead of increasingly limited resources in government. Maintain merit-based pay and awards system. Be patient with strategic planning.

    Pros

It's a small agency, and you get to know people at all levels of management pretty well. This is good because you get to know who is competent and who is not, who you can rely on and who you cannot, etc.

    Cons

The organization is packed with people that have been there for a very long time. Personnel are often promoted based on the amount of time they have been with the agency rather than their abilities resulting in ineptness in many of the management positions. Additionally, managers are slow to accept change, and unwilling to make important decisions or take responsibility for problems within the agency. Many of the newer employees become frustrated, and turnover can be high. Complaints are often met with a "witch-hunt" mentality, trying to find the source of the complaint, rather than address the validity or making an attempt to correct it.

    Advice to Management

Stop listening only to mid-level managers. They do not accurately reflect the views, opinions, and concerns of everyone in the agency. Mid-level managers often fail to address issues or cover them up in an attempt to avoid dealing with them, and senior management misses these important issues altogether. There are many people in the agency who want to improve TTB, but lack the seniority to have their voices heard. Many employees fear retribution from management for raising issues of concern.
