Because the Executive Director and Deputy Director are the only full-time employees, interns are given many responsibilities, affording opportunities unavailable at larger think tanks.
The fragmented nature of the organization leads to inefficiency and frustration. I would not want to work there as a full-time employee, and I don't think the system could work that way if there were full-time employees.
