While the company has new leaders at the top who claim to be changing the culture, there is still so much of the old culture with deep roots there ... that you get told one story to your face to keep you happy, but in reality, it will most likely not go the way you want it in terms of opportunity, etc. There are still a lot of managers who promote their chosen ones and lean on the workhorses who they know won't leave ... to carry the load. You will get just enough bones thrown your way to stick out one more contract. That is their evil trick ... also known as the golden handcuffs.
