    Negative Outlook

I have been working at CFPS as a contractor (More than 8 years)

    Pros

The opportunity to work with those interested in learning to ride a motorcycle. Presenting a user friendly curriculum that is high challenge yet very safe for the students.

    Cons

The Pennsylvania Motorcycle Safety Program is administered by contract. There have been several contract administrators of the program. The longest tenured was the Motorcycle Safety Program which has developed the leading and most proven curriculum. MSF administered the program for 20 years and built a strong program using a central office with a state coordinator and admin staff and close to 400 part-time instructors located throughout the state of Pennsylvania.

Recently (2 years ago) a professional government contract agency (Cape Fox Professional Services) won the contract to administer the program. CFPS has no experience operating state program and is a FOR PROFIT organization while MSF was non-profit and besides operating expenses put all money back into the program. This important because the motorcycle safety students by law pay for the program and by law the money is to be used for the program. It is highly questionable whether the current arrangement is legal but consistent with other government contracts information is impossible to find. The following is a list of LOW points that FPS has brought to the PA program:

o Dumped or drove out all former admin staff
o Hired limited motorcycle experienced staff to administrate the program
    o Dumped training staff
    o Eliminated structured quality control
o Instituted a mind numbing scheduling program that is not user friendly for instructors or students that has obvious errors
o Ended newsletter or other forms of communication
o Dumped local site coordinators in favor of regional staff that does not understand the process
o Dumped or refused to schedule instructors who provide feedback (positive or negative)
o Do no answer phones or emails
o Provide no support to field staff
o The only way to get classes or advancement is to blindly follow
o Preach safety yet do everything possible to prevent the program from being safe
o Promise the world and deliver nothing
o Hire mid-level staff that is abrasive and knows nothing about the program

The program has become slaved to making money with little regard to students or instructors.

A very bad place to work even as seasonal.

    Advice to Management

    Leave the motorcycle safety industry.

I worked at CFPS full-time (Less than a year)

    Pros

Their work in support of military suicide prevention is very important. I hope that they are still supporting this customer.

    Cons

There has been significant turnover in employees and management that can be attributed to poor judgement of senior management.
