    Good program intitiatives to work on, colleagues who care, job security, benefits. If you’re strategic, you can work on interesting projects to craft your path upward or out.

    Cons

    Bureaucracy, sometimes feels like you are in the dark with management decisions, hard to get promoted staying in the same office, low pay compared to local, county, and federal agencies.

    Advice to Management

    Do more to help staff understand the larger picture of what their projects fit into. Be accountable to promises made regarding: career advancement, feedback on performance, and empowering staff to do their jobs effectively.

    Pros

    If you are allowed to do analysis with limited political push back its a great place to work! However the Research and Development Division is not where you want to be.

    Cons

    Very political in the work. Management does not have a technical background. They require staff to provide technical information that directly supports what they want to do even if it is bad science. You need to write very well to succeed. Technical knowledge is not enough. Too many mediocre or worse managers, unfortunately. They go to meetings all day and then do not communicate to staff, who are left to figure it out...
