      Pros

      City of Little Rock is a large employer, 2000 employees, with a small-employer feel. They support work/life balance and allow employees flexible working hours if needed, The City Manager truly views each and every employee as part of his family. The pay is average and benefits are excellent. They offer free employee-only health coverage, a generous time off plan, and most positions offer a raise at 6 month and annually,

      Cons

      Due to budget constraints, increases are only given 2/3 of the time. Employee Salaries and Benefits costs need to come before discretionary costs-projects, travel, training and special events should be cut, if needed to ensure raises. The "putting employees first" attitude is not trickling down in a number of departments. Morale is low and employees are forced to do the work of 2-3 people due to high turnover.

      Advice to Management

      Since the workforce is your number one asset, fixed employee costs such as healthcare and raises, should be the #1 budgeting priority. That will help reduce turnover. Discretionary spending and some programs need to be re-evaluated.
