    Being that this is government which doesn't have the same importance of making profit, it allows for growing skills both in professional and with other co-workers.

    Pros

    Easy to get in with flexible schedule and very good benefits. If you're lucky to fall in a project where the supervisors care about your professional development you might experience some good amount of work.

    Cons

    Salary is below average for any position. In-house employees are not offered challenging work or interesting projects. Most projects are managed by consultants. Some upper managers have no clue on how to actually manage, most of them didn't get those titles by merit, instead they got them because they know how to play the city promotional system which consist on these ridiculous civil service exams that open every five or more years. Overall this is a very boring place to work, most people who work here do so because of the fact they can have a job that is stress free. If you're ambitious and interested in being part of big engineering projects please look elsewhere.

    Advice to Management

    Provide leadership to young staff, training and development that actually works (not tours of nursing homes or public libraries), let in house people do some OT since base pay is very low (consultants make at least twice as much as in house plus their OT is not capped ), give in house staff opportunity to grow and manage complex projects!
