    Pros

    Decent employer, good work/life balance, stable job, predictable pay check, good benefits, u have a fair chance to move into lateral positions for SAME pay.

    Cons

    Very low pay, horribly low pay increases( last increase was a meager 3%), understaffed frequently, higher than expected turnover rate due to below average pay vs. your job function, and position advancements are RARE.

    Advice to Management

    I dont even want to talk about it.

    Pros

    The City offers a good work/ life balance and if you are diligent, you can expect to never take work home or work more than 40 hours (depending on your role). It is gratifying to drive through town and see all the projects that you worked on and how people are using them. If you are a driven person, you can make a difference here.

    Cons

    The City of Norfolk has an aging workforce with an "old guard" mentality, and there is resistance to some efficiency measures. Some measures have been recently implemented and have the support of top management, but its hard to get mid-level people on board.

    Many have mentioned that they are only still working because the health insurance does not carry over into retirement, otherwise they would start collecting the pension and retire. If you are a millennial, expect to be the default tech support for all the aging boomers who can't figure out how to format a MS Word document or enter their PTO. 20% of the people do 80% of the work.

    Advice to Management

    You need a pay for performance system! There is little incentive to work hard and contribute as much as possible when everyone gets the same tiny cost of living adjustment and its impossible to fire people who mentally checked out years ago. Also, offer some kind of health insurance to people who voluntarily retire now to get some turn over and fresh ideas on board.

    Listen to your employees and stop trying to always find the bad in the employees.

    Pay is more than most cities. constantly involving employees in activities in the community. Decent benefits.

    Cons

    Too high of a turnover rate. Promotion from within is far and in between.

    Promote from within, sometimes what you are looking for is right in front of you....
