    Pros

    Generally, this is an agency that cares about the well-being of its employees. Sometimes the lumbering bureaucracy can detract from this great organizational culture.

    Cons

    Slow deliberative decision-making and a reluctance to delegate authority can be maddening. this has gotten worse since leadership positions have become appointed -- especially in Prince George's County. The Central Administrative Services departments are notorious for being self-centered -- as opposed to delivering quality and timely services to citizens and staff.

    Advice to Management

    Recruit progressive service-leaders into key positions.
