Pros

NOAA culture is great towards employees. On site health clinic and on site cafeteria. Liberal application of telework and alternate work schedules. Greater space for workstations and offices.

Many people have a good passion for their work. Very collegiate atmosphere. Very supportive and friendly. Good computer equipment, easy to obtain ergonomic solutions.

Cons

Not enough standardization or written guidance. Significant amount of guidance that does exist isn't well written: vague, conflicting, incomplete. Policies are not enforced uniformly. Difficult to find policies sometimes.

Workgroups fall victim to groupthink and focusing more on the process to obtain a solution than the solution itself. Wordsmithing for the simplest of memos is incredible. Hence, progress can be slow. IT seems to lag other agencies, using multiple email and calendar software solutions.

Advice to Management

Learn from, and adopt processes and policies that have been vetted by other agencies. Need more structure, policy development and adherence, and greater emphasis on organizational efficiency.

    too many incompetent government workers
    too many meetings
the federal workers think they are better than the contractors

    Advice to Management

Get rid of the overpaid government workers doing nothing. Most are the government workers are only hanging on for retirement and coasting by doing absolutely nothing while the contractors work hard because they're scared to be fired on the spot.
