I have been working at PNNL full-time (More than 3 years)

Pros

PNNL has an excellent flex-time program. They mean it when they offer the employee the freedom to adjust the schedule as needed. They also make it easy to work from home if you need to and are currently exploring wider use of tele-commuting. Your peers will be some of the brightest minds in the field and they are very focused on delivering for the client. I also am pleasantly surprised that the bureaucracy is not as bad as in other quasi-government organizations.

Cons

Salaries are not as competitive. The trade-off is the work atmosphere and flex-time. They are probably going to be in the lower third of a salary range for your given level. This will be hard to accept if you get an offer, but i have not heard many regrets after someone comes on--even though they were dissatisfied with the salary. Another con is that you are generally on your own if funding for your program or project decreases or the project ends. You have to work hard to build your network and showcase your talents so that you can find another project if that happens.

Advice to Management

Continue to protect the flexibility you offer employees. It is one of the greatest benefits that i did not appreciate until coming on board.

    Pros

Great work environment. Good people to work with. Not too stressful. Great work/life balance.

    Cons

They get away with paying a lower salary than other similar organizations because the cost of living in the Tri-cities is so low.

I worked at PNNL full-time (More than 3 years)

    Pros

PNNL tries to be super flexible- 40 hours a week max, flextime, etc. You "find your own work"- ie. network or die. Find somebody with the magical chargecode you can put in the timecard system, otherwise you won't get paid.

    Cons

Unfortunately, in return for the flexibility, you must account for every last minute of your time in the timecard program. Also, since people "find their own work", people are split between as many as 5 different projects, which means that you are constantly bringing people up to speed. Meetings, meetings, meetings....

Working for the government ends up being a total pain in the ass. Many many hours wasted on worthless training (like asbestos training, berrylium handling training, how to use a ladder, etc) for the hanford site and lab that has nothing to do with software.

PNNL has no idea how to run a software division. The scientists in the other buildings get awesome laser beams and million dollar magnets, while most of us were running Windows XP up to 2010. The software guys get crummy buildings and hardware. About half my coworkers were 50 year old women who stumbled into programming (ie- no degree, no understanding of the fundamentals, etc.) Management usually doesn't have a clue.
