I have been working at State of Utah full-time (More than 10 years)

Pros

Flexible Hours.
Multiple challenging tasks.
Time to learn new technologies.
No pressure environment.

Cons

Incompetency is accepted and even promoted.
Innovation is not rewarded by recognition or advancement.
New programmers hired in at higher wages than existing employees.

Advice to Management

Reward high achievers, It is hard when they have to show folks who make more than they do how to do their job.
Make evaluations stand for something and let staff evaluate their supervisors.

    Opportunity to use latest and greatest technology IF you can get it approved
    Progressive management in most positions.
    Fun, healthy environment
    A lot of opportunity for advancement and career enhancement
    Flexible work schedules
    Decent compensation and benefits

    Cons

    Some bureaucracy and slow implementation
    Not at the high end of compensation.
    Commute times are relatively high for the type of position and compensation.

    Bring in outside experience and young blood
