I have been working at State of Utah full-time

Pros

There is some flexibility with work schedules, such as 4x10's, etc, but it depends on your job assignment.
There is also some flexibility with exercise time.
The fast accumulation of annual and sick leave help you make sure you can take a vacation here and there.

Cons

Hard work is not rewarded, so you end up with people that just do the bare minimum.
There is little opportunity for raises unless you keep changing jobs - to a higher paying one.

Advice to Management

Reward your good employees.
