They lack some necessary processes to properly estimate work, enable their project leads to have input on personnel decisions or manage a budget for the project. This weakens the authority and accountability of the project leads as well as inhibits the ability to proactive manage project budgets effectively and make what are sometimes difficult personnel decisions.
