Operational model is dysfunctional. The administrative procedures are so arcane and non-use-friendly that staff at all levels experience unnecessary stress and have a much harder time getting things done compared with others in our industry (DAI, Chemonics, CARE, Mercy Corps to name a few). Until they fix this, people who have a choice will move on.1
