need to find different evaluation system. Bottom line is for share holders, quality of work makes the workers bees happy to make up the bottom line, Utilization should be a smaller piece of the overall eval to the most. Utilization totals equal slavery work, because your not working for family and enjoyment you are working for survival, so you can get a good rating. That cheapens the system and the employee ability
