They call you when there is a Job Site available. They'll ask you if you want the job or not. I've been with them since 2012. Thanks to Local 428, I've done 7 Solar Projects installing solar panels. The Union Local won't allow the Subcontractors to give you no less than 40 Hours a week. You'll either work 4 days 10 hours or 5 days 8 hours, but it varies with different companies. I've had different projects that gave me hours like 5 or 6 days with 9 hours, or 6 Days 10 Hours. Weekly Pay checks averaging $500-1,000 a week.
Cons
It's seasonal. Once you accept the call. The Local will give you dispatch papers to go to the Job Site (Subcontractor). Then you become employed. The Solar Projects only last a couple months, depending on how early you get hired. Between each projects, you'll be one stand-by until you get another call for the next project. So you would have to find a alternative income for the time being. Sept. 2016 was my last job site and it has gotten very slow. There's no job calls since then because of solar projects aren't available through local 428.

Building a pension that will last till I die. Not a 401k that will run out before I die.
