    The American staff wasn't well-engaged. This varies enormously from program to program.

    Love the mission, the ambience, etc

    Cons

    Complex organization - 65 countries. Lack of institutional memory due to poor knowledge management and five year rule

    Advice to Management

    Address the five year rule with an up, across or out policy and address knowledge management issues at an agency, rather than office wide level
