    Mundane duties, older workforce, and buildings are in terrible shape.

    Advice to Management

    Add some greenery to the base - it's dismal to come to work at this industrial complex and see no beauty around any buildings.

    Pros

    Flexible schedule, lots of leave, pension, starting salary is good

    Cons

    Tons of red tape makes getting things done take a long time. Archaic method of promotion. It's based almost solely on who you know and a narrow list of things they want to see which don't necessarily consider skill and skill level and quality engineering work. Once one tops out in their pay band, they could wait a long time before they ever get a raise again. I waited 7 years and my boss told me it would probably be another 5 years to realistically be promoted. Job opportunities are often listed and written that target specific individuals. There is not much engineering research and development work going on. More and more contact monitoring is happening where the SPAWAR engineer monitors contractors that do the actual engineering.

    Advice to Management

    Other things should be considered for promotion other than if you're in management or how much money you bring in. If SPAWAR wants to retain top talent, they should really change how things are done.

    Pros

    Very good benefits. Pay is above average. Retirement plan is better than many in comparable civilian work force. More time off than you can use if you are dedicated to your work. Many project areas can be rewarding to work in. Depending on what area you work in or project you work on the job satisfaction can be very high. SPAWAR is a very diverse engineering command and work varies from legacy communications to advanced satellite technologies. Lots of travel if you like to do that. Most folks are very good to work with and there is a general sense that we are working in support of the Navy and the war fighters.

    Cons

    As with most comments, red tape and bureaucratic head winds slow down much innovation and drives out a lot of fresh younger talent. Topped out pay bands are also an issue as there is no clear line to promotion other than persistence and constant drive to move up. Even then its not a guarantee. Some projects are not very engaging to work in and are not well organized or managed. There is a lot of negativity from those workers and it can be somewhat contagious. SPAWAR is a CAO so there is dual chains of command that can be frustrating to deal with. Most folks are not mission funded which means we get funding from projects almost like a contractor which is called navy working capital. Constantly swinging back and fourth on having too many contractors or not enough, the pendulum swings back and fourth all the time.

    Advice to Management

    Read and heed the survey monkey inputs although I high doubt that they will.

    Excellent benefits. Lots of responsibility. Important work.

    Cons

    Dealing with government regulations. Extreme complexity requires extra coordination to ensure system-of-systems engineering is done well.

    Minimize red tape. Make knowledge sharing easier.
