I worked at Santa Clara County Office of Education full-time (More than 3 years)

    Pros

Great students; supportive underpaid administrative assistants

    Cons

The SCCOE Special Education Dept. needs a thorough State audit regarding being totally out of compliance both culturally and service-wise.
The Special Education Administrators are 90% unavailable, incompetent, non-transparent and more committed to power and gossip than compliance.
Wonder how many justifiable lawsuits are pending.

    Advice to Management

Surrender and get an outside Professional evaluation of the sloppy incompetence and avoidance of student needs, cultural ignorance, out of compliance practices, months of circular communication and unnecessary confusion, and inability to recruit competent people due to horrible reputation in Special Ed. Dept.
Outrageous lack of student service due to Principals and Administration never responding to field staff and schools.
No follow trough on time sensitive issues!
Favoritism and jealousy of competence drives the Department.
Total denial of Program dysfunction. SCCOE has lost employees who were competent and are left with only the incompetent, uneducated, ill-prepared long termers who move up the ranks due to hanging around for years.
Administrators are admittedly there for the salaries and control. Time for a sweep!
    Jon Gundry where are you?

I have been working at Santa Clara County Office of Education full-time

    Pros

You are interacting with wonderful young people.

    Cons

There is chronic turn over at the principal level in Special Education AND in upper management. There is no consistency. Special Education principals oversee 8 sites each. Sometimes more. They are managing services for special education students in which they have zero expertise or background.
This is humanly impossible to manage. Therefore, principals move on after 1-3 years, staff do not receive the leadership they need and student services are held at a low bar.
Seems as if only boxes are checked off with no consideration for best practices or students' needs as developing human beings. Administrative department heads do not work well together. Staff morale has been so low for so long that most staff are indifferent/hopeless. Going through the chain of command to suggest positive changes is fruitless. The only way to make positive change is (maybe) by getting on the good side of an administrator who has power at that given moment. But, even then, things can and often are reversed because of administrator power struggles. Upper administrators and principals do not communicate well with the staff. Emails are unanswered/deflected/half answered and stall tactics are used. Administrators have earned a reputation of being ineffective or untrustworthy on their own accord. The superintendent may or may not know what's going on but it's his job to know and to insist on high functioning administrators.

    Advice to Management

Hire an independent consultant to get feedback from the people that actually work with the students, hold administrators accountable for demonstrating excellence, forge a way for principals to be leaders, not paper pushes at the mercy of administrative winds and provide a system in which staff and students will actually receive consistent, skilled leadership and stable special education services. It can be done with proper leadership. Hire principals who have a background in the special education area they will be managing. Do not expect your kind-hearted employees to continue to pick up the slack that is (silently) imposed upon them because your organization can't get its act together in so many ways. This is Silicon Valley. You can do better than this.

I have been working at Santa Clara County Office of Education part-time

    Pros

They have very good benefits and good salary if you are permanent. There is a lot of opportunities to transfer if you want. Most of the principals are very nice and supportive.

    Cons

There are some great principals (most of them anyway) but some principals can be unsupportive and intimidating.

    Advice to Management

They should screen their principals better and make sure that the principals they hire are supportive of new teachers and old teachers. I heard of a principal who was hired by the county recently who was constantly condescending towards a new teacher (instead of supporting teachers which is their job anyway) . Instead of being supportive and patient , she was condescending and constantly evaluating him in the classroom even if he was brand new. When he was struggling in the classroom, she said that she wasn't going to rehire him. ...so sad.
