Very low pay, no cost of living increase, no raises, no bonus. Basically everyone gets hired in at the minimum level, their system is so bloated and insufficient on salary calculations (assumed, HR wont release metrics) that people with masters degrees and a decade of experience make 5% from minimum...

I have been working at State of Delaware full-time for more than 5 years

    Pros

The State has a pension, good healthcare benefits, around 12-14 holidays per year. The Governor shuts down the State offices in bad weather. It's difficult to get fired as a Merit employee.

    Cons

Low pay, low morale. Quickest way to get more pay is to get another hirer paying job within the State, but you are usually getting a job no-one could stand anyway. It's difficult to get fired as a Merit employee, so there are some people they should just pay to stay home. Takes too long to replace employees who have retired or moved to another job.
